He finds no shame in being employed as such, either, or he wouldn't employ others in such a capacity. He also chooses them well: not only prime physical examples, but those who are good at what they do, and can do a little more besides. Namely, he doesn't just employ prostitutes; he employs spies. There's no telling what someone might say inside the walls of this building, and he wants to know what it is.
It's just that the people working for him don't always know that they're also spying.
